As part of the Finance Systems team at the Department of Industry, Science and Resources (DISR), Loretta played a key role in facilitating the Machinery of Government (MOG) transition for the newly formed Department of Climate Change, Energy, the Environment and Water (DCCEEW).


With limited time before the change took effect, a temporary TechnologyOne solution was urgently required within DISR’s existing instance to enable immediate separation of funds, duties, and processes (while a permanent TechnologyOne instance was being developed by the MOG taskforce). Loretta’s contributions included:


  • Requirements Management: Establishing and maintaining clear, actionable requirements.
  • Resource Coordination: Aligning technical teams and business areas for timely delivery.
  • Cutover Planning & Execution: Managing the transition with precision.
  • Change Management: Driving stakeholder engagement and adoption.
  • Post-Implementation Reviews: Ensuring stability and identifying improvement opportunities.


The temporary solution was successfully delivered on time, allowing DCCEEW to commence operations from its effective date. Following the implementation of DCCEEW’s permanent TechnologyOne instance, Loretta coordinated the decommissioning of the temporary configuration and preserved technical components as reusable templates for future initiatives.

Whilst at the Department of Industry, Science and Resources (DISR), Loretta established a dedicated project and enhancement function to deliver PMO and business analysis services to internal technical teams. This initiative introduced robust governance and best practices through the development of:


  • Standard Operating Procedures to ensure consistency and compliance.
  • Comprehensive Templates including project plans, strategies, business cases, requirements registers, design documents, cutover plans, cost/quote tools, and retrospective review frameworks.
  • Project Accounting Processes and Automations covering timesheets, cost recovery, monitoring, and reconciliations.
  • Dynamic Reporting Solutions leveraging SharePoint Lists, Power BI, and Power Automate for real-time insights.


As part of a broader DISR initiative to strengthen capital project accounting, Loretta led the requirements elicitation, analysis, and documentation for a timesheet and reporting solution within TechnologyOne. The successful delivery of this project significantly improved:


  • Transparency of project expenditure
  • Timeliness and accuracy of internal and external reporting

During Loretta’s tenure in the ERP Systems team at the Australian Financial Security Authority (AFSA), Loretta identified key opportunities to enhance and automate payroll processes within Aurion, delivering significant benefits to the Payroll team.

Working in close collaboration with Payroll stakeholders, Loretta:


  • Conducted detailed walkthroughs of existing processes to uncover inefficiencies.
  • Documented and mapped improvements in a structured matrix.
  • Developed a clear implementation plan to achieve measurable outcomes.


Loretta then partnered with the team to design, develop, and implement these enhancements, resulting in:


  • Improved data quality for greater accuracy and compliance.
  • Enhanced operational efficiency through automation and streamlined workflows.
  • Stronger assurance and reliability across payroll processes.


This initiative not only optimised day-to-day operations but also positioned the Payroll team for sustainable success.

At DISR, Loretta collaborated with stakeholders to identify opportunities for process automation using Blue Prism’s Robotic Process Automation (RPA) capabilities; one key initiative being the automation of monthly Expense8 system audits, which included:


  • Stakeholder Engagement: Partnering with the Expense8 system team and business owner to understand audit obligations and compliance requirements.
  • Solution Analysis: Exploring reporting options within Expense8 and assessing automation parameters with the RPA team.
  • Requirements Definition: Eliciting and documenting detailed technical requirements to provide clarity and secure decision-maker approval.


Loretta successfully handed over the requirements to RPA developers, enabling the build and implementation of an automated audit process that was previously unattainable using in-system functionality. This solution improved efficiency, reduced manual effort, and strengthened compliance assurance.
